Rupert Greenhalgh


Rupert has over twenty years’ experience in economic development, including the development of large programmes of strategic research, strategy and policy formulation, and public policy. He has extensive applied and academic expertise in the fields of business support, innovation, and enterprise development.

Rupert’s previous roles include Principal Economist at the Greater Manchester Combined Authority where he managed the Economics Team research portfolio. High profile outputs include input to the recent Local Industrial Strategy – leading and authoring the main report Audit of Productivity - part of Greater Manchester’s Independent Prosperity Review; and he was the CAs lead officer in the development of the UK’s Cost Benefit Analysis Framework, working with Government Departments including HM Treasury.
